Release Of Vehicles On The Line

1. In accordance with Article 20 of the Law on Road Safety , legal entities and individual entrepreneurs engaged in transportation by road and urban land electric transport (subjects of transport activity) must organize and conduct pre-trip monitoring of the technical condition of vehicles. The goal is to prevent the release of faulty transport to the line.

2.  The release of vehicles to the line with pre-trip control of the technical condition is carried out by the subject of transport activity according to the following production scheme

a) a responsible person is appointed to verify the technical condition of the vehicles produced on the line

b) a technical control point is equipped at which the inspection of transport will be carried out

c) a list of faults is determined, in the presence of which the release of vehicles onto the line is prohibited

3.  Release of motor vehicles to the line is made by an employee of a transport subject performing the admission of vehicles to operation (highlighted text - extract from the order of the Ministry of Transport of the Russian Federation of January 15, 2014 N 7 On Approval of the Rules for Ensuring the Safety of Passenger and Cargo Transportation by Road and Urban Ground Electric transport ...
Such an employee may be

3.1. A permanent mechanic (master) for the repair of motor vehicles with a profile education not lower than the average professional level, who, along with his main duties, checks the technical condition of cars, trailers and semi-trailers before leaving the line. These duties (inspection of transport) mechanic performs on the basis of

a) job description of a mechanic for the repair of vehicles, in which both the duties of repairing machinery and the duties of checking vehicles upon release to the line must be entered

b) an order (instruction) on a subject of transport activity on the appointment of a person responsible for the release of transport from among mechanics for repairing vehicles, if these duties are not specified in the job description. A mechanic with such an order (instruction) must be familiarized against signature

3.2. The controller of the technical condition of vehicles (both with basic training and retrained), introduced into the state by the decision of the subject of transport activity.
One of the following requirements is imposed on the controller of the technical condition of motor vehicles

a) the presence of a diploma of education not lower than the average professional in the specialty 23.02.03 “Maintenance and repair of motor transport” without presenting requirements for work experience (experience)

b) the presence of a diploma of education not lower than the secondary vocational in the specialties belonging to the enlarged group 23.00.00 “Technique and technology of land transport”, except for the specialty 23.02.03 “Maintenance and repair of motor transport”, with the presentation of requirements for experience (experience a) work in the field of monitoring the technical condition and maintenance of vehicles for at least one year;

c) a diploma of no less than secondary vocational education in specialties not included in the enlarged group 23.00.00 “Ground Transportation Vehicles and Technologies”, and a diploma of supplementary vocational education under the program of professional retraining with qualification of controller of the technical condition of motor vehicles.
